Back in the day, Universal Interactive became part the joint venture 'Vivendi Universal Games' which owned the studios of Blizzard, Sierra, Coktel Vision, and Knowledge Adventure. Because of this, Knowledge Adventure (known for their educational software) was given the opportunity to develop an all-new educational game using the universe of Spyro.
The game was being developed in the early 2,000's with little to barely any information. It was first discovered by a few Spyro fans on the darkspyro forums around 2,010, in the form of one concept image. The game would've had Spyro along with many famous fairy tale characters like Puss n' Boots, Humpty Dumpty, and the three pigs.
It is unknown why it is cancelled, but I assume VU Games wanted Spyro not to appeal to the 'young child' demographic Insomniac wasn't originally aiming for; but rather continue the tradition of making Spyro something enjoyable for all ages.
It can be assumed this animation was part of a pitch of the game.
